M. Kulasegaran a/l V. Murugeson

M. Kula Segaran s/o V. Murugeson, commonly referred to as Kula, was born on 10 August 1957, in Sitiawan, Perak. He was admitted as a barrister at Lincoln's Inn in London in 1982. A Malaysian politician and barrister, he is a member and National Vice Chairman of the Democratic Action Party (DAP). He was first elected to Parliament in a 1997 by-election for Teluk Intan, serving until 1999. He later won the Ipoh Barat seat in 2004 and has been the Member of Parliament for this constituency since. He served as the Minister of Human Resources from May 2018 to February 2020 under the Pakatan Harapan administration. Since December 2023, he has been serving as the Deputy Minister in the Prime Minister's Department in charge of Laws and Institutional Reforms. He has been a vocal advocate for issues affecting the Malaysian Indian community and has been involved with Parliamentarians for Global Action (PGA), chairing its Malaysian chapter in 2019 and advocating for human rights and international law ratification.
